Bid Governance & Fee Disclosure Policy

1. Our Commitment
HONEYCOMB USA operates as an Owner's Representative and development management firm. We manage construction — we do not perform it. This separation is foundational to our business model and is central to how we protect our clients' interests.
This policy establishes the principles governing how we solicit bids, select contractors, disclose our fee structure, and prevent conflicts of interest throughout the project lifecycle.
2. Competitive Bidding Process
- All qualified projects receive a minimum of three competitive bids from vetted contractors
- Bid solicitation criteria are established before outreach begins, based on project requirements, licensing, insurance, bonding capacity, and relevant experience
- Bid packages are standardized to ensure like-for-like comparison across all respondents
- All bids are reviewed against pre-established evaluation criteria, not subjective preference
- Clients receive full visibility into bid comparisons through the HONEYCOMB platform with publish-controlled transparency
3. Contractor Selection Criteria
Contractors are evaluated on:
- Valid licensing and insurance verification
- Bonding capacity relative to project scope
- Relevant project experience and references
- Pricing competitiveness within the bid pool
- Safety record and compliance history
- Capacity and availability for the project timeline
No contractor receives preferential treatment based on prior relationship with HONEYCOMB, referral arrangements, or volume of previous work.
4. Fee Transparency
HONEYCOMB earns revenue through:
- Development management fees (agreed upon in the client contract before project commencement)
- Platform technology fees (disclosed in the service agreement)
- Payment processing fees (disclosed at the point of transaction, reflecting actual third-party processing costs)
All fees are disclosed before any work begins. Fee structures are documented in the client's service agreement and are never contingent on which contractor is selected.
5. No Pay-to-Play Commitment
HONEYCOMB does not accept:
- Referral fees, kickbacks, or commissions from contractors
- Preferred placement fees or "preferred vendor" arrangements that influence selection
- Volume-based incentives that could bias contractor recommendations
- Any form of compensation from contractors that is not fully disclosed to the client
Contractor participation in our vetted network is based solely on qualification criteria. There is no fee to be listed, no fee to bid, and no fee to be selected.
6. Conflict of Interest Safeguards
Because HONEYCOMB simultaneously serves as owner's representative, technology provider, and payment facilitator, we implement specific safeguards:
- Bid evaluation and contractor selection are documented and auditable
- Payment processing uses governed waterfall disbursements with compliance gates — not discretionary fund management
- All financial transactions are visible to authorized project stakeholders through the platform
- Fee calculations are computed from published rate structures, not manually adjusted
7. Reporting & Accountability
If any party believes this policy has been violated, they may contact us directly. All reports are reviewed by senior leadership and documented. We are committed to maintaining the trust that our business model depends on.
